System File Checker won't run

When I run System File Checker (sfc.exe) to scan for corrupt files, it is unable to complete the check. It gets about three-quarters of the way through and then freezes. I have to use Ctrl, Alt, Del to restart the computer. A corrupt file (user.exe) was spotted, and I extracted it from d:\win98, but when System File Checker is run again it claims that the file is still corrupt. Are these problems related?

We think so. User.exe is one of the Windows kernel files, and if it was really corrupt you probably wouldn't be able to start Windows. It's more likely that the database against which SFC (System File Checker) is doing its checking is corrupted. This file is called default.sfc.

To restore this file, first start SFC, click the Settings button, select the Advanced tab and then click the 'Restore Defaults' button. After closing SFC, you will need to restart the computer.
